Before he came to Geauga County on June 25 in a stolen car, armed with a loaded handgun and intent on selling heroin, Matthew Watters had been convicted of a felony drug offense in Cuyahoga County. The 22-year-old Cleveland man also had been indicted following a 2013 encounter with law enforcement when he got into a fight over money and entered an apartment with a gun.
