The Chester Township Board of Trustees held its regular meeting at 3 p.m. Aug. 18. The meeting was scheduled to accommodate the trustees’ travel schedules.

Regular business included the purchase of a walk-behind cut-saw for the road department to improve efficiency of this type of work, and the purchase of a brine/beet juice pumping system that will be mounted on the one of the plow trucks. The brine/beet juice “cocktail” is applied to the road salt as it is spread on roads prior to and during icy or snow events. It has greatly increased the effectiveness of the salt resulting in lower costs and better road conditions. Chester Township was a leading development site of this now popular technique.

The joint Munson/Chester resurfacing project for Heath Road is well underway and is expected to be completed later this month. Trustees want to thank Munson Township and its board of trustees for the leadership taken and cooperative spirit displayed on this project.

Several Chester Township roads will be receiving repairs and maintenance, including crack sealing, spots repairs and chip sealing in the next few weeks. A complete list can be obtained by contacting the Chester Road Department at 440-729-9110.

Discussion during the meeting included the presentation and review of a map prepared by the Chester Police Department for Trustee Petruziello of areas where roadside ditches are displaying overgrown vegetation. These materials were given to the road department for its use as an aid in determining where additional mowing might be needed.

The Chester Fire Department applied for and won a $40,000 grant from the Ohio Bureau of Workers Compensation that will apply towards the purchase of two powered ambulance cots capable of lifting patients safely into the ambulances. These lifts have shown to greatly reduce the risk of back injury for EMS and fire rescue workers.

By a majority vote, the board approved $19,185 in funding, which is expected to cover the balance of normal expenses for the Chester Park through this year.

In the county budget meeting held on Aug. 11, the budget commission approved the Chester Township Temporary 2016 budget. Trustees want to thank the department heads and staff for their help in preparing the materials for this submittal.

On the morning of Aug. 21, the board met in a special session to approve payroll transactions and sign withholding vouchers and checks.

Teacher and Staff Member of the Year Announced

Chagrin Falls Exempted Village Schools announced its Teacher of the Year and Staff Employee of the Year during its opening staff meeting Aug. 14. This year’s outstanding teacher is Gurney Elementary’s Stephanie Malley. The outstanding staff member for 2015 is Cindy Matejcik.

Teachers and staff were invited to nominate candidates for the awards at the end of the last school year. A committee of district and community leaders, including the Parent Teacher Organization, reviewed the nominations and selected the honorees.

Teacher Stephanie Malley is respected, admired and trusted by her colleagues.

“Other teachers describe her as flexible, willing to try any and all interventions to see a student succeed,” said Gurney Elementary Principal Rachel Jones. “She knows which of her students needs a friend and works just as hard on making sure that happens as she does to make sure that student can solve multi-step math problems.”

For 14 years, Malley has participated in everything the district has to offer: learning how to use digital cameras; participating in strategic planning, summer language arts academics and book studies; becoming a master teacher; mentoring new teachers; being a grade level chairperson, writing curriculum; and attending conferences and workshops outside the district.

“Stephanie initiated the Responsive Classroom concept in our building and this has shaped the culture of our school for more than a decade,” said Jones.

Just last year, all the furniture in her classroom was replaced by kinesthetic furniture, so her students were pedaling, kneeling, twisting or pogo bouncing in their seats. The data that she collected from students using this new furniture was priceless and led to furniture being installed in three grade levels with hopefully more to follow.

As one parent praised, “Stephanie develops individual relationships with each student and their family.”

Another parent nomination read, “She is an example of a high quality teacher in the Chagrin Falls Schools. My admiration for her overflows.”

Cindy Matejcik, educational aide, has been working in the Chagrin Falls Schools for 14 years, serving students at Gurney Elementary, the intermediate school and middle school.

“All who know her agree that you will not find a more compassionate, patient or dedicated person working with our children,” said Chagrin Falls Intermediate School Principal Sarah Read. “What impresses me the most is her ability to connect with each student on a personal level. I can’t put into words the wisdom she has with children. She has the integrity and knowledge to help special students, especially those with the severest of needs.”

Matejcik’s patience and compassion is a testament to her character, courage and inner strength. Students were quoted as saying, “She’s cool, funny and approachable” and “I love how she likes to joke around. But she is also kind and understanding.”

Whether in the classroom, in the cafeteria or on the playground, Matejcik’s rapport with students is genuine, warm and heartfelt.

Taiwanese Students Visit CHS

Students at Chagrin Falls High School had the opportunity to meet and learn from a group of Taiwanese students when they visited the high school’s Chinese classes on Aug. 21. The Taiwanese team of students came prepared to teach their American counterparts some lessons on Mandarin, Chinese songs and an aboriginal dance. They also shared stories about their lives, family and Chinese culture.

“This was a great opportunity for my students to meet and learn from the Taiwanese students through the various cultural activities,” said high school Chinese teacher Yan Guo.

This opportunity was made possible thanks to the high school youth director at Fellowship Bible Church, Marty Dummermuth. Over the last five years, he has taken American students to Taiwan to teach them about the American culture and the English language.

“It is so important for our students to develop a heart for people all over the world,” said Dummermuth. “It was great to see relationships built across cultural boundaries and language barriers.”

Students Selected for State Chorus

Nine Chagrin Falls Intermediate School students will represent the district in the 2016 OMEA All-State Children’s Chorus to be held in Cincinnati on Jan. 28, 2016. The performance will be presented at the Ohio Music Education Association Professional Development Conference.

Last spring, K-3 music teacher Nathan Bachofsky coached the fourth-graders and Mrs. Pat Haynish coached the fifth-graders through what was a rigorous audition process that involved learning and recording two pieces of music. The recordings were then mailed to a review committee who chose the following students to take part in this special experience: fourth-graders Jillian Bunker, Elena Goodwin, Kate Quinn, Alexandra Scharpf and James Wilkinson; and fifth-graders Nathan Hill, Ryan Hill, Sophia Lewis and Logan Zelch.

Regional rehearsals will take place in Chagrin Falls. Then, the students will spend the entire day in Cincinnati on Jan. 28 working with Dr. Rollo Dillworth, a world-renowned children’s choral conductor and composer. A concert for families and music teachers attending the conference will be presented that evening.

Geauga County Board of Commissioners
The Geauga County Board of Commissioners desires to lease space for use as the West Geauga Senior Center and invites interested parties to submit proposals.
The minimum lease term shall be for a period of twenty-four months, and the following criteria will be considered prior to leasing the property:
-located in Chester Twp.
-desired size: 6,000 square feet minimum
-1 or more large space(s)/ room(s) exceeding 1200 sq. ft.
-minimum of 4 handicap accessible restrooms for men and women
-Ability to accommodate commercial kitchen equipment for daily use to prepare meals (1 convection oven-3 phase electric 220 volt, 1 refrigerator-120 volt, 1 freezer-120 volt, prep sink and/or hand washing sink, 1 steam table-120 volt)
-Minimum of 60 parking spaces for daily use by lessee
-Ability to accommodate pottery kiln (220 volt)
-ample dedicated storage space with the ability to be locked for pottery supplies, stained glass supplies, free weights, exercise equipment, craft supplies, confidential records, food service, serve ware and supplies
-1-2 dedicated offices (min 120 sq. ft. each) with the ability to be locked
-snow removal/walkways salted by lessor

Proposals must address the above criteria and fill in Lease Proposal Form Page One and Two and are due by 1:45 p.m. on 7th of October 2015 at the Offices of the Geauga County Board of Commissioners, 470 Center Street, Bldg 4, Chardon, Ohio 44024, and will be opened and read at 2:00 P.M.
The County reserves the right to reject any and all proposals received in response to this request as determined to be in the best interest of the County.
After initial review of the submittals, the County may invite some applicants for an interview and/or schedule a tour of the proposed lease facilities. It is expressly understood that the County shall incur no costs as a result of this interview and/or tour, nor bear any obligation in further consideration of the submittal.
The County will conduct contract negotiations with the applicant who is selected as most beneficial to the County. The goal of the negotiations is to obtain the best and lowest price reasonably possible considering the fair market value of the property and any relocation and operational costs that may be incurred during the period the lease is in effect. The terms and conditions of this Request will be incorporated into the Contract.
Proposals will be reviewed by the Geauga County Board of Commissioners, the Geauga County Department of Aging, and the Geauga County Prosecutor.

3. The bond must be issued by a surety company authorized by the Ohio Department of Insurance to transact business in the State of Ohio, listed in the Department of Treasury Circular 570, rated at least “A” (Excellent) Class “VII” in the most recently published Best’s Business Insurance Report and acceptable by the Owner.
Bid guarantees of all unacceptable bidders will be held until a proper contract is entered into or until all bids are rejected and then returned.
No bids may be withdrawn after the scheduled closing for the receipt of bids for at least sixty (60) days. The Board of Education reserves the right to reject any and all bids, and to accept the lowest, most responsive and responsible bid, to waive any informalities in bidding and/or to consult with any bidder to clarify any and all bids. West Geauga Schools students roared from the small grandstand when Superinten-dent Richard Markwardt reclaimed the chicken flying trophy from Kenston Schools during opening day of The Great Geauga County Fair Sept. 3. The trophy was all that was traditional in this annual rivalry. Due to the state forbidding any gathering of domestic birds at public events, the Geauga County fair board had to come up with an alternate to the popular Chicken Flying Contest. County GOP Central Committee Sued Over Alleged Meeting Violation

Three members of the Geauga County Republican Party have sued the party’s central committee and Chairwoman Nancy McArthur over alleged violations of Ohio’s open meeting law.

Auburn Township residents Diane and Thomas Jones, and Jimmy Lee Holden — who lists the Jones’s home address as his own — filed a complaint in the Geauga County Court of Common Pleas on Aug. 31 alleging McArthur violated state law when she “unilaterally declared” the Geauga County Republican Party Central Committee’s Aug. 15 meeting would be “closed.”

The committee then broke the law when it “adjourned to executive session to consider the amendment of its bylaws,” they claim.

The Joneses and Holden — who also claim they were removed from the meeting against their will — are asking Judge Forrest Burt, who was assigned the case, to invalidate the appointment of six new central committee members that took place during the Aug. 15 meeting. They are also asking the court to order the committee not to violate state open meeting laws in the future.

The Joneses directed all questions to their attorney, Mark S. O’Brien, a sole practitioner in Cleveland Heights. A voicemail message left on the answering machine of the Law Offices of Mark S. O’Brien was not returned as of deadline.

There actually were only five members elected to fill vacancies at the meeting, McArthur told the Geauga County Maple Leaf Tuesday. One person, party secretary Jane Zimmerman, was voted in on executive committee.

The five members elected to the central committee were Kathy Blair (Newbury B), Carolyn Concilla (Chester F), Erin Knife (Aquilla), Nancy Garrison (Bainbridge D) and Celesta Mullins (Middlefield Village A).

The purpose of the central committee is to “further the cause of the Republican Party in Geauga County” and to support Republican “policies, programs and candidates on the national, state and local levels,” according the party bylaws.

The bylaws further provide that members are elected from each election precinct — 78 — in the county and any vacancies are filled by a vote of committee members, following the committee chairperson’s recommendations.

The five new members were presented as a slate of candidates and were voted in by a vote of 30-17, Zimmerman told the Maple Leaf.

More members were present at the beginning of the meeting but left after roll call, she added. Another member abstained from voting.

McArthur said the Aug. 15 meeting, held in the School Building at the county fairgrounds in Burton, was a “members only” meeting.

“By law, we are required to send out a mailed notice to central and executive committee members,” she said Tuesday. “And on that notice, it said that it was a members only meeting. It didn’t say closed.”

McArthur explained the only people who are mailed those notices are committee members.

The topic to be discussed at the meeting was “bylaws committee recommendations,” according to the meeting notice.

“For the purpose of this meeting, we wanted to discuss our bylaws and we wanted to secure a place to talk amongst ourselves without having other outside people there,” she said.

“Everybody knew it and they also got an email about it as a reminder,” she said. “And the email also said it was a members only meeting.”

Added McArthur, “No one ever called me or asked me about it, or anything like that, ahead of time.”

Prior to the start of the regular meeting, Don Rice, executive director of the Geauga County Board of Developmental Disabilities, spoke to those in attendance about his agency’s five-year, 1-mill additional tax levy appearing on the Nov. 3 general election ballot.

McArthur explained Rice had contacted her earlier about speaking to the group and she invited him to come and talk before the 9:30 a.m. meeting began.

“I explained to him our meeting is going to start at 9:30 and you can speak before that, and then at that time it’s going to be a members only meeting.”

After Rice spoke, McArthur called the central committee’s regular meeting to order and asked all non-members in attendance to leave.

Non-members included the Joneses, Holden, Mary Ruth Shumway, president of the Geauga Park District Board of Commissioners, and Burton Township Trustee Jim Dvorak.

Dvorak said Tuesday he showed up late and never actually went into the meeting. He added he had no issue with it being a members only meeting.

McArthur said she knew the Joneses were in the room because she was standing at the door when they came in.

“I informed them that it was a members only meeting and I said, ‘You’re welcome to stay and listen to Don Rice until 9:30, at which time it will be a members only meeting,’” said McArthur. “They acted very surprised, but I said it’s a members only meeting. So they knew when they came in the room.”

At 9:30 a.m., McArthur said she called the regular meeting to order and asked everyone who was a non-member to leave.

“Some did and some didn’t,” she explained, adding the Joneses were stationed in the back of the room with their video camera along with several committee members.

“So, I reiterated to them specifically that it was members only and they still did not leave,” McArthur said. “I then walked to the back of the room and spoke with Mrs. Jones, in person, and reminded her of the fact that it was a members only meeting. I said you all need to leave now.”

The Joneses objected and complained there were other people in the room who were non-members and allowed to stay.

“I said, ‘Yes, but they’re on the agenda,” McArthur said. “I said they were sent a notice as were the other members, and so they were invited to the meeting and they are on the agenda.”

The Joneses still would not leave, McArthur said, so she spoke to the sergeant at arms appointed for the meeting, Greg Combs, and asked him to escort them out of the room.

After several more minutes, the Joneses and several others finally left the room, she said.

Contrary to allegations in the complaint, McArthur said there was not an “executive session” held during the meeting.

In addition, McArthur said committee meetings at which internal party business is conducted are not subject to Ohio’s open meeting law and member-only meetings are permitted.

McArthur further said no committee member voiced an objection to her about the meeting being members only.

The West Geauga boys soccer team came up with their best effort of the young season, but didn’t get the result the Wolverines were hoping for in a 3-1 loss last week to powerhouse Lake Catholic at Howell Stadium.

West G (0-4-1) was looking for its first victory of the season and things started out well as the Wolverines created more scoring opportunities during the first 15 minutes of play against undefeated Lake Catholic (4-0).

The game Sept. 3 started an hour late due to lightning in the area.

Brian Murphy, now in his sixth season, was pleased with his team’s effort.

“This was probably our best performance,” Murphy said. “We battled. We played well. Lake Catholic is very good, obviously.”

Lake Catholic coach Ante Pilekic said the Wolverines gave the Cougars plenty to handle.

“We never have an easy game versus West G,” Pilekic said. “We knew it would be tough. We tried to be patient and chip away.”

However, the Cougars settled down and broke through with a goal with just 2:20 left in the first half. Hrvoje Gregov made a nice run and played the ball into the box where Kai Adams finished for the 1-0 lead.

Next, the Wolverines started the second half much like the first by setting up scoring chances. It didn’t take long before West G broke through for the tying goal as Andrew O’Donnell scored from distance as his shot deflected off a Lake Catholic defender 7 minutes into the second half to knot the game at 1-1.

Murphy said the goal, just the third of the season for West G, was a huge boost.

“The team grew in confidence,” Murphy said. “It gave our guys confidence that we can play with a good team.”

Just 3 minutes later, the Wolverines nearly took the lead as co-captain Ben Hester’s header knocked off the right post.

“We want to compete in every game,” Hester said. “If we step it up, I feel we can.

“We have a lot of skill, but it hasn’t translated into games. We can possess.”

West G co-captain Neil Johnson agreed with Hester.

“I think we have a lot of young talent,” Johnson said. “It’s not portraying as much in games as it is in practice.

“I’m still positive, but it’s frustrating. We need everyone to give a strong effort.”

Unfortunately, for Wolverines’ fans, the Cougars responded. Lake Catholic earned a corner, which resulted in a header off the cross bar. The Cougars’ Jordan Bonchek was there to clean up as he put the ball in the back of the net to give back the lead to Lake Catholic, 2-1, with 26:32 left to play.

The Cougars added a final goal with just 1:13 left in the game as Chris Jamison scored.

Adam Reidel made five saves in goal for the Wolverines. The Cougars’ Aaron Valentine made three saves.

Lake Catholic had a huge edge in corners as the Cougars attempted eight to just one for the Wolverines.

Badgers fans, meet Jarett Young.

And boy can this kid run.

Of course, if you followed the Ledgemont Redskins the past three seasons, you knew Jarett and the Young family, athletes at the former Ledgemont High School.

But what Berkshire fans may have thought of the soft-spoken senior was anybody’s guess.

He is small at 5-foot-5-inches and 160 pounds. Yet gets stronger as opponents get weaker. And he carried the ball 28 times for 281 yards and 4 TDs in his debut at William A. Reed Field, a 35-27 win against the Garfield G-Men.

“As the game wears on, he gets better and better,” said head coach Josh DeWeese, adding Young was exhausted in the second half. “But he gets better and better.”

The Badgers found themselves trailing in the fourth quarter, the time running out. Berkshire had played four hard quarters in a Week 1 loss to Harvey, 49-42. On this night, fortune found Berkshire when Garfield fumbled inside their own 10-yard line, junior James Speelman jumped on the ball.

That recovery set in motion 21 unanswered points — all Young rushing TDs. Young had touchdowns of 7, 9 and 84 yards in turnaround fourth quarter.

“It felt great,” Young said afterward. “Everyone stepped up, we came through, we played hard at the end when we needed to.”

Young said the urge to win despite trailing kept him going when he faced exhaustion. “The line opening holes for me kept everything moving,” he said.

“We stuck to our assignments,” DeWeese said. “We fought through some mistakes, we kept fighting, and that’s how you win ballgames. You can’t give up when it becomes hard. I’m proud of them. They fought their butts off.”

Berkshire’s senior QB Gordy Cossick threw for 162 yards on eight completions one week after setting the school record with 346 passing yards. He accounted for four TDs in Week 1.

“It’s the best feeling in the world right now,” Cossick said of the season’s first win. “Nothing beats winning.”

Speelman scored the game’s first TD that gave Berkshire a 7-6 lead early. But his fumble recovery, he had two in the game, gave Berkshire the momentum it needed. “I was lucky,” he said smiling, given the football fell at the defensive lineman’s feet. “Especially when the crowd is yelling, it’s the best feeling ever.”

Will Blechschmid continued a strong early season with two catches for 49 yards. David Tucek caught the Badgers’ longest reception of 42 yards. Chris Guinn also had a fumble recovery, and led the team with seven tackles.

The Badgers will host Brookfield in Week 3. The Warriors are 1-1.

Eagle Scout Restores Trail

The Chagrin Falls Schools and community now have a restored walking trail thanks to Eagle Scout Joey King.

King is currently a sophomore at Chagrin Falls High School. He had presented his plan to restore the Gurney Multi-Purpose Trail for his Eagle Scout Project to the Chagrin Falls Board of Education in March 2015. However, the idea for this project came about in the fall 2014.

King is a member of the Chagrin Falls High School cross country team and had the idea to restore the trail for the team to use. The trail is located on the perimeter of Gurney Elementary.

Beginning in mid-July, with the help of Chagrin Falls middle and high school students, fellow Boy Scouts, local Boy Scout leaders and family, King was able to complete his Eagle Scout Project in three weeks, an estimated 250 volunteer hours. King and his team of volunteers worked to clear brush and debris, level the trail and add a natural fence line for the one-mile trail. The volunteers also spread mulch and gravel to several trailhead areas and trail markers were added so the start of the trail is easily visible. The trail is approximately one mile long. It begins at the back of the Gurney field and ends by the southwest corner of Gurney’s property.

“I could not have done my project without the support from my family and friends who spent many hours helping me on the trail,” said King. “Also, my project couldn’t have been completed without the donations I received from the Chagrin Falls Dad’s Club, an anonymous donation of gravel, the Harbaugh family, Fred and Jean King and Paul and Jean Mitrovich.”

The goal of an Eagle Scout Project is to plan, develop and lead others in a service project that benefits an organization or the community.

“It felt good to have helped the Chagrin Falls Schools on my journey to Eagle Scout,” said King.

He is already hearing great news about his restored trail. The Chagrin Falls Middle School cross country team has begun using the trail for practice and may use it for a home meet. Walkers and runners from the community have thanked King and his volunteers for restoring this trail for their use as well.

“I am so proud to have made such a positive impact here in Chagrin Falls,” said King.

SaferOH Tipline

Chagrin Falls Exempted Village Schools has begun using a new safety resource, SaferOH, for its anonymous tip line that is free of charge. The Ohio Department of Education and the Ohio Department of Public Safety established this service in response to Governor Kasich’s comprehensive school safety plan.

The tip line will accept both calls and texts 24 hours a day for registered schools. The district has cancelled its previous service and will save more than $1,200 a year.

SaferOH tip line will allow students and adults to anonymously share information with school officials and law enforcement about threats to student safety – whether it involves a threatened mass incident or harm to a single student.

Calls or texts to 844-SaferOH (844-723-3764) are answered by analysts in the Ohio Homeland Security’s Threat Assessment and Prevention Unit (TAP). When action is needed, the TAP unit immediately forwards information to local school officials, local law enforcement agencies, and others, if necessary.

New Families Welcomed

Chagrin Falls Exempted Village Schools PTO hosted new family receptions for all the new school families on Aug. 25 and 27 and Sept. 1. Superintendent Robert Hunt gave the opening remarks and introduced the administrators who discussed their role with the district.

Afterwards, Meggan Morell, PTO welcoming chairperson, and Maggie Kwasny, PTO President, spoke about the many wonderful reasons why these families selected the right community to live, work and raise and family. Everyone enjoyed the introductions, socializing and coffee and donuts.

Will be received at the Board of Education Offices OFFICE OF THE TREASURER, NEWBURY LOCAL SCHOOLS, 14775 AUBURN ROAD, NEWBURY OHIO, 44065, until 12:00 Noon, local time on Friday September 18, 2015 and will be publicly opened, read and recorded immediately thereafter. Sealed bids received after 12:00 Noon will not be accepted.
Complete sets of plans and specifications may be examined at the above noted office of the Owner and at certain plan examination services listed by the Architect.
