Cardinal Schools Board of Education reviewed a draft of the five-year forecast with Treasurer Merry Lou Knuckles Sept. 28 with the understanding that five years is a long time to accurately project income and spending. “The five-year forecast is a cruel joke on school districts,” she said, explaining there is no way a school district can plan accurate income and expenses for three months, much less the next five years.
